Declares all wild free-roaming horses and burros to be under the jurisdiction of the Secretary of the Interior. Directs the Secretary to protect and manage wild free-roaming horses and burros as components of the public lands. Authorizes the Secretary to designate and maintain specific ranges on public lands as sanctuaries. Directs the Secretary to remove excess animals from an area if the area is overpopulated by wild horses and burros.
Authorizes private landowners to maintain wild horses and burros on private lands, provided it is done in a manner to protect the animals, and the animals were not enticed to their lands.
Directs the Secretary and the Secretary of Agriculture to appoint a joint advisory board to advise them concerning wild free-roaming horses and burros.
Sets forth penalties for: (1) abusing or killing wild horses and burros; and (2) violations of this Act.
