Provides that whenever an individual is under a disability with respect to which another person (other than the United States) is liable for money damages and such individual or his or her dependents or survivors become entitled to benefits under title II (Old Age, Survivors and Disability Insurance) of the Social Security Act on account of such disability, the United States shall have the right to recover from the person who is liable for such damages the amount of the benefits paid to such individual or to his or her dependents or survivors.
