Amends the Military Selective Service Act to deny an institution of higher education any new contracts or grants from the Departments of Defense, Health and Human Services, Energy, or Education or the National Science Foundation if it continues to make loans or grants or provide work assistance to students who are required to but have not registered for the Selective Service.
Provides for the termination of such disqualification upon compliance with this Act.
