Amends the Clean Air Act to establish a three-year moratorium on the imposition of specified sanctions in nonattainment areas.
Prohibits, during such period, the Administrator of the Environmental Protection Agency from taking the following actions pursuant to specified provisions of such Act: (1) prohibiting construction or modification of any major stationary source; (2) disapproving any project, or refusing to award any grant under such Act; and (3) withholding, conditioning, or restricting any grant for construction of any sewage treatment works.
Prohibits, during such period, any person from bringing any action under specified provisions of such Act against: (1) the Administrator for failure to impose such sanctions; and (2) any person alleged to be constructing or proposing to construct any new or modified major emitting facility without a permit under plan requirements for nonattainment areas.
