Women's Small Business Ownership Act of 1984

Women's Small Business Ownership Act of 1984 - Establishes the National Commission on Women's Small Business Ownership which shall review: (1) the status and progress of women owned small business; (2) the role of the Government in aiding and promoting women owned small business; (3) data collection procedures and the availability of data relating to women owned businesses, women owned small businesses, and businesses owned and controlled by socially and economically disadvantaged women; and (4) Federal initiatives relating to women owned small business. Requires the Commission, in its review, to pay particular regard to the problems encountered by small businesses owned and controlled by socially and economically disadvantaged women.

Directs the Commission to recommend, based on its review: (1) new private sector initiatives which would provide management and technical assistance to women owned small business; (2) ways to promote greater access to financing and procurement opportunities for such businesses; and (3) any other measures which are particularly applicable to small businesses owned and controlled by socially and economically disadvantaged women.

Sets forth reporting requirements with which the Commission must comply. Terminates the Commission on the date it transmits its final report to the President and Congress.

Authorizes appropriations.
