Export Competitiveness Act - Amends the Export-Import Bank Act of 1945 to direct the Export-Import Bank to provide guarantees, insurance, and extensions of credit on terms which are fully competitive in all its programs with the Government-supported financing available to competing exporters from other countries. Directs the Bank to consider the average cost of money in determining interest rates for its loans where such consideration does not impair the Bank's primary function of expanding U.S. exports through fully competitive financing.
