Allows a named individual, notwithstanding specified time limitations, to present to the appropriate Federal agency a claim against the United States for money damages for certain congenital malformations alleged to have been caused by thalidomide dispensed by a U.S. Army Dispensary in Germany in 1960.
Confers jurisdiction upon the U.S. District Court for the Northern District of Ohio to hear, determine, and render judgment on the above claim.
