Amends the Clayton Act to require that the effects of actual and potential foreign competition in a domestic line of commerce and indications of a danger to the continued existence of that line of commerce be considered as mitigating factors in any determination as to whether the acquisition of the stock or assets of one corporation by another corporation may substantially lessen competition or tend to create a monopoly.
