Deems certain illnesses and injuries of a named U.S. Army veteran to be service-connected disabilities rendering such individual totally disabled, for purposes of payment of compensation for service-connected disability and death.
Provides that payments made to such individual shall be in full satisfaction of any claim against the United States relating to such disabilities.
