Directs the Secretary of Health and Human Services to promulgate admission standards for nursing homes and intermediate care facilities receiving assistance under the Hill-Burton Act which are similar to medicare and medicaid-certified facilities.
Permits "Hill-Burton" nursing homes to count, as uncompensated care for the poor, the difference between actual costs and medicare or medicaid reimbursement for patients who have lived in the residence for more than 12 days.
