A bill to specify the manner in which uncompensated services provided by a skilled nursing facility or an intermediate care facility shall be calculated for purposes of titles VI and XVI of the Public Health Services Act, and to require the Secretary of Health and Human Services to promulgate regulations under section 1621 (b) (1) (K) of the Public Health Service Act.

Directs the Secretary of Health and Human Services to promulgate admission standards for nursing homes and intermediate care facilities receiving assistance under the Hill-Burton Act which are similar to medicare and medicaid-certified facilities.

Permits "Hill-Burton" nursing homes to count, as uncompensated care for the poor, the difference between actual costs and medicare or medicaid reimbursement for patients who have lived in the residence for more than 12 days.
