Amends the Communications Act of 1934 to require the Federal Communications Commission to maintain and enforce its rules requiring cable television systems to carry the signals of local television broadcast stations. Declares that the Commission shall retain authority to modify such rules to facilitate administration but not to alter the substance of, or principles embodied in, such rules.
