A bill to establish the Cape Charles National Wildlife Refuge and the Cape Charles National Fish and Wildlife Service Training Center in Northampton County, Virginia.

Directs the Secretary of the Interior to establish, in Virginia, the Cape Charles National Wildlife Refuge (with a U.S. Fish and Wildlife Service training facility on such refuge).

Authorizes appropriations.
