Requires the Secretary of the Interior to designate the fishery habitats and resources of the Klamath and Trinity River basins of California as the Klamath River Basin Conservation Area. Requires the Secretary to establish a 20-year restoration program (based on the Klamath River Basin Fisheries Resource Plan as developed by the Bureau of Indian Affairs) to restore the anadromous fish populations of the Area to optimum historic levels and to maintain such levels.
Establishes a Klamath River Basin Fisheries Task Force. Requires the Secretary to establish such restoration program in cooperation with the Task Force. Sets forth the functions and responsibilities of the Task Force.
Sets forth standards for any fishery harvest regulations established for the Klamath River Basin Conservation Area.
Requires the Secretary (acting through the United States Fish and Wildlife Service) to enter into a memorandum of agreement with the California Department of Fish and Game to specify enforcement activities within the Area. Specifies that the Bureau of Indian Affairs shall retain the authority to establish penalties for violations of Indian fishery harvest regulations.
