Prohibits, for a specified time, imports of steel articles from any country designated as a marginal raw steel producer. Requires the Secretary of Commerce to designate, and certify such designation to the Commissioner of Customs, a country as a marginal raw steel producer if the country: (1) produced less than 5,000 tons of raw steel annually during 1983, 1984, and 1985; or (2) has no facility capable of producing at least 1,000 tons of raw steel annually.
Requires the Commissioner to take appropriate action to enforce the provisions of this Act.
