Amends the Consolidated Farm and Rural Development Act to require (current law authorizes) the Secretary of Agriculture or the Administrator of the Small Business Administration to permit a foreclosed farmer to retain (temporary) possession and occupancy of his or her home and adjoining land for family maintenance purposes.
