Directs the President to establish a Presidential Commission on International Terrorism which shall: (1) conduct an ongoing evaluation of international terrorism; (2) monitor Federal agency activities relating to international terrorism; and (3) periodically recommend actions to combat the spread of international terrorism.
Amends the State Department Basic Authorities Act of 1956 to require (current law authorizes) the Secretary of State to pay a reward for information on international terrorists. Increases the possible amount of such reward.
