Amends the Food Security Act of 1985, effective for the 1987 through 1990 crops, to prohibit the Secretary of Agriculture from denying a person status as a separate person (for purposes of agricultural benefit payment limitations) solely on the ground that such person received loan assistance and equipment, land, or labor from a family member.
