Directs the Secretary of Transportation to implement a highway project on a Federal-aid Primary System highway in Beaver and Lawrence Counties, Pennsylvania, in order to demonstrate the benefits of closing a highway gap in an area of high unemployment.
Authorizes appropriations for FY 1986 and beyond.
States that the Federal share of such highway project shall be 100 percent, and that the funds are not subject to any obligation limitation.
Directs the Secretary to submit a report to the Congress on the results of the project 180 days after its completion.
