A resolution to provide that it shall not be in order to consider any legislation relating to the sale of the interest of the United States in the common stock of the Consolidated Rail Corporation to the Norfolk Southern Corporation, until the Department of Justice has taken certain actions and reported to the Congress.

Declares that it shall not be in order in the House of Representatives to consider any legislation relating to the sale of the Federal interest in the common stock of the Consolidated Rail Corporation (Conrail) to the Norfolk Southern Corporation until: (1) the Department of Justice reports to the Congress regarding long-term viability and competitiveness of the rail lines involved in any divestiture proposal with respect to such sale; and (2) such report is reviewed by the congressional committees having jurisdiction over the subject matter.
