Expresses the sense of the House of Representatives that the Federal Communications Commission should implement a lifeline assistance program for residential telephone subscribers which: (1) constitutes more than a waiver of any residential subscriber access charge; and (2) assures that telephone rate increases do not threaten universal service by forcing many Americans, including the elderly, handicapped, and poor, to discontinue telephone service or impose undue economic hardships on them.
