A resolution to amend the Rules of the House of Representatives to provide the Committee on Armed Services with the authority to report all appropriations for the Department of Defense, and for other purposes.

Amends rule X of the Rules of the House of Representatives to grant jurisdiction to the Committee on Armed Services of all appropriations for the Department of Defense. (Currently, the House Committee on Appropriations has such jurisdiction.)

Prohibits any standing committee of the House, other than the Committees on Armed Services and the Budget, from considering any measure or matter relating to defense or within the jurisdiction of the Committee on Armed Services.
