IN THE HOUSE OF REPRESENTATIVES October 11, 1990 Mr. MCNULTY (for himself, Mr. GILMAN, Mr. SMITH of Florida, and Ms. ROS-LEHTINEN) submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs CONCURRENT RESOLUTION Expressing the sense of Congress that the President and the Secretary of State should personally intervene with the President and the Foreign Minister of the Soviet Union to secure permission for Anatoly Genis to leave the Soviet Union without further delay to be reunited with his family. Whereas Anatoly Genis has received a doctorate from the Faculty of Mathematics of Moscow University and has specialized in the theory of probability; Whereas Anatoly Genis was employed at Electro-Mechanics Institute from 1970 to 1973 when he was involved only in unclassified work; Whereas when Anatoly Genis first applied for permission to emigrate in 1976, he was fired from the position at Electro-Mechanics Institute; Whereas since revealing his desire to emigrate from the Soviet Union 14 years ago Anatoly Genis has been prevented from practicing his profession and has been relegated to menial jobs, such as street cleaner and metro sweeper; Whereas Anatoly Genis has been an energetic activist for Jewish emigration rights and as a result he has suffered discrimination and isolation from society; Whereas Anatoly Genis has been refused permission to emigrate at least 25 times since 1976 on the grounds that he has learned secrets during his employment at the Electro-Mechanics Institute--an allegation that is unfounded; Whereas on September 14, 1990, Anatoly Genis was invited by Soviet authorities to apply for a visa to visit his family in the United States, only to be told once again, after doing so, that `it would not be appropriate for him to leave at this time'; Whereas Anatoly Genis has been severely frustrated and depressed by the long separation from his family and the frequent Soviet rumors--each of which has proven to be false--that he will be permitted to emigrate; and Whereas to prevent Anatoly Genis to emigrate so that he may be reunited with his family is in violation of the Helsinki Accord: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), That it is the sense of the Congress that the President and Secretary of State should personally intervene with the President and Foreign Minister of the Soviet Union to secure permission for Anatoly Genis to emigrate from the Soviet Union without further delay to reunite with his family.
