Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Congressional Classified Intelligence Oversight Information Accountability Act of 1989'. SEC. 2. UNAUTHORIZED DISCLOSURE OF CLASSIFIED INFORMATION. Title V of the National Security Act of 1947 (50 U.S.C. 413 et seq.) is amended by adding at the end thereof the following new section: `UNAUTHORIZED DISCLOSURE OF CLASSIFIED INFORMATION `SEC. 504. Consistent with the protections enumerated in article 1, section 6, clause 1, of the Constitution, any Member, officer or employee of Congress who, having received classified information pursuant to the provisions of this title, knowingly and willfully discloses the substance of that information without the authorization of the President, unless pursuant to the applicable rules of the House of Congress of which that person is a Member, officer, or employee, shall be fined not less than $1,000 nor more than $20,000 or imprisoned for not less than ninety days nor more than five years, or both.'.
