Revises the computation of retirement annuities for part-time employees of the Veterans Health Services and Research Administration of the Department of Veterans Affairs who retired between September 20, 1986, and the date of enactment of this Act.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. RETIREMENT ANNUITIES FOR PART-TIME EMPLOYMENT. (a) TITLE 38 EMPLOYEES- Section 4109 of title 38, United States Code, is amended-- (1) by striking out `(a) Except as provided in subsection (b) of this section, persons' and inserting in lieu thereof `Persons'; and (2) by striking out subsection (b). (b) ADJUSTMENT OF ANNUITIES- In the case of an individual who was employed by the Department of Medicine and Surgery of the Veterans' Administration and who retired under chapter 83 or chapter 84 of title 5, United States Code, during the period beginning on September 20, 1986, and ending on the date of the enactment of this Act, the annuity of such individual shall be adjusted (effective as of the first day of the first month beginning after the date of the enactment of this Act) so as to be the amount that such annuity would have been if section 7003 of the Omnibus Reconciliation Act of 1986 (Public Law 99-509; 100 Stat. 1949) had not been enacted.
