Head Start Quality Assurance Act of 1990 - Amends the Head Start Act to require that a specified average minimum benefit amount per capita be expended annually to provide services to children who participate in Head Start programs. Specifies such minimum benefit amounts for FY 1991 through 1994 and succeeding fiscal years. Directs the Secretary of Health and Human Services to establish procedures to ensure such annual average minimum expenditure per child.

IN THE HOUSE OF REPRESENTATIVES March 27, 1990 Mr. OLIN introduced the following bill; which was referred to the Committee on Education and Labor A BILL To amend the Head Start Act to establish the average minimum amount per capita that must be expended annually to provide services to children who participate in Head Start programs. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `Head Start Quality Assurance Act of 1990'. SEC. 2. DEFINITION. Section 637 of the Head Start Act (42 U.S.C. 9832) is amended by adding at the end the following: `(4) The term `minimum benefit amount' means-- `(A) $3200 for fiscal year 1991; `(B) $3500 for fiscal year 1992; `(C) $3800 for fiscal year 1993; `(D) $4000 for fiscal year 1994; and `(E) for each succeeding fiscal year, $4000 adjusted to reflect to percentage change in the Consumer Price Index For All Urban Consumers, issued by the Bureau of Labor Statistics, during the period beginning October 1, 1993, and ending immediately before October 1 of the fiscal year for which a determination is made under section 640(f).'. SEC. 3. MINIMUM EXPENDITURE PER CHILD. Section 640 of the Head Start Act (42 U.S.C. 9835) is amended by adding at the end the following: `(f) The Secretary shall establish procedures to ensure that the average amount expended annually per capita to provide Head Start services to children who participate in Head Start programs is not less than the minimum benefit amount.'. SEC. 4. EFFECTIVE DATE. This Act and the amendment made by this Act shall take effect on October 1, 1990.
