Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SUBMISSION OF BALANCED BUDGET BY THE PRESIDENT. Section 1105 of title 31, United States Code, is amended by inserting at the end the following new subsection: `(g)(1) The budget transmitted pursuant to subsection (a) for a fiscal year shall set forth a recommended level of estimated expenditures for that fiscal year which does not exceed estimated receipts of the Government during that fiscal year. `(2) Paragraph (1) shall not apply if a declaration of war by the Congress is in effect.'. SEC. 2. EFFECTIVE DATE. This Act and the amendments made by it shall become effective for fiscal year 1992 and shall be fully reflected in the fiscal year 1992 budget submitted by the President in January 1991 as required by section 1105(a) of title 31, United States Code.
