Amends Federal law to require the Secretary of Commerce to take appropriate measures for the 1990 census to assure that: (1) members of the armed forces and their dependents posted outside of the United States are included; and (2) each such member and dependent is enumerated at his or her home of record.
Requires the Secretary to submit to the Congress an additional report on armed forces members, civilian Federal employees, and their dependents who are stationed or living abroad.
