Reinstates as Federal service for purposes relating to unemployment compensation the services performed after April 20, 1990, by individuals appointed to temporary positions within the Bureau of the Census for purposes relating to the 1990 census.

Relating to the creditability of certain temporary service with the Bureau
of the Census in connection with unemployment compensation.
  Be it enacted by the Senate and House of Representatives of the United States
  of America in Congress assembled, That, notwithstanding any other provision
  of law, services performed after April 20, 1990, by individuals appointed to
  temporary positions within the Bureau of the Census for purposes relating to
  the 1990 decennial census of population shall constitute `Federal service'
  for purposes for section 8501 of subchapter I of title 5, United States Code.
