Amends the Federal Rules of Civil Procedure to subject any attorney who willfully violates rule 11 (regarding the signing of pleadings, motions, and other papers) to appropriate disciplinary action.

App.) is amended to read as follows: `For a wilfull violation of this rule, an attorney may be subjected to appropriate disciplinary action.'.
