IN THE HOUSE OF REPRESENTATIVES April 18, 1989 Mr. MCNULTY submitted the following resolution; which was referred to the Committee on Public Works and Transportation RESOLUTION Expressing the sense of the House of Representatives concerning the bombing of Pan American flight 103; and the steps that should be taken to ensure the future safety of airline passengers. Whereas the December 21, 1988, terrorist bombing of Pam American flight 103 cost the lives of two hundred and fifty-nine innocent victims on board the flight; and eleven innocent victims in the village of Lockerbie, Scotland; Whereas this attack flaunts international law and accepted civilized behavior; and Whereas this tragedy is viewed with abhorrence by all civilized peoples; Now, therefore, be it: Resolved, That-- (1) it is the sense of the House of Representatives that every effort should be undertaken to bring the party or parties responsible for the bombing of Pan American flight 103 on December 21, 1988, to justice; (2) that in the future, when verifiable `high level' warnings are issued, such information should be made public; (3) that technologies available to detect plastic explosives be deployed with all deliberate speed; (4) that family members of the victims of this crash, who are awaiting the return of the personal effects of said victims, be provided with these personal effects as soon as it is determined they are no longer a necessary part of the ongoing investigation; and (5) that these and other appropriate actions be taken to ensure the future safety of airline passengers, wherever they may travel.
