Whereas 77 percent of the over 25 million households that were eligible for the Low Income Home Energy Assistance Program (in this preamble referred to as `LIHEAP') in fiscal year 1990 did not receive assistance due to a lack of funds; Whereas recent economic distress has caused rising unemployment, which has resulted in a greater need for energy assistance than ever before; Whereas more than 67 percent of LIHEAP household recipients have an annual income that is below the poverty level; Whereas LIHEAP household recipients spend approximately 14 percent of their incomes on home energy costs, which is four times greater than that paid by the average household in the United States; Whereas more than one-half of LIHEAP household recipients are comprised of elderly or disabled persons who are unable to afford utility payments; Whereas the funding level for LIHEAP was $1.5 billion for fiscal year 1992, but the President has requested $435 million less for fiscal year 1993; and Whereas $798.7 million of the $1.065 billion requested by the President for fiscal year 1993 would be `delayed funding' dollars and thus not available to LIHEAP until the last day of the fiscal year: Now, therefore, be it Resolved by the House of Representatives (the Senate concurring), SECTION 1. THE LOW INCOME HOME ENERGY ASSISTANCE PROGRAM. (a) FINDINGS- The Congress finds that-- (1) the funding requested by the President for the Low Income Home Energy Assistance Program (in this resolution referred to as `LIHEAP') for fiscal year 1993 is inadequate and unacceptable; and (2) LIHEAP is an essential, long-term federal program that is crucial to the well-being of impoverished Americans. (b) SENSE OF THE CONGRESS- It is the sense of the Congress that-- (1) the consideration of LIHEAP should be a high priority in order to ensure that the working poor, the disabled, and the low-income elderly, who are all dependent on LIHEAP, can meet their energy costs and needs; (2) the funding for LIHEAP for fiscal year 1993 should be increased beyond that requested by the President to a level greater than or equal to the funding for fiscal year 1992; and (3) the President should accept the funding level for LIHEAP for fiscal year 1993 that is recommended by the Congress.
