  To amend title 28, United States Code, to provide that a reasonable 
  attorney's fee shall be awarded as a part of the cost to prevailing 
                  plaintiffs in Federal civil actions.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Frivolous Suit Reduction Act of 
1994''.

SEC. 2. ATTORNEYS' FEES.

    (a) In General.--Chapter 123 of title 28, United States Code, is 
amended by adding at the end the following:
``Sec. 1932. Attorneys' fees
    ``In any civil action in a court of the United States, the court 
shall award a prevailing defendant a reasonable attorney's fee as part 
of the costs.''.
    (b) Clerical Amendment.--The table of sections at the beginning of 
chapter 123 of title 28, United States Code, is amended by adding at 
the end the following new item:

``1932. Attorneys' fees.''.
