Mr. Livingston introduced the following bill; which was referred to the

A BILL
To provide that compliance by the States with the National Voter
Registration Act of 1993 shall be voluntary.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That, on and after the
date of the enactment of this Act, compliance by the States with the
National Voter Registration Act of 1993 (42 U.S.C. 1973gg et seq.)
shall be voluntary.
