To abolish the ex officio positions on the Federal Election Commission.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. ABOLITION OF EX OFFICIO POSITIONS ON THE FEDERAL ELECTION 
              COMMISSION.

    (a) In General.--The second sentence of section 306(a)(1) of the 
Federal Election Campaign Act of 1971 (2 U.S.C. 437c(a)(1)) is amended 
by striking out ``the Secretary of the Senate and the Clerk of the 
House of Representatives or their designees, ex officio and without the 
right to vote, and''.
    (b) Clerical Amendments.--Paragraphs (3), (4), and (5) of 
subsection (a) of section 306 of the Federal Election Campaign Act of 
1971 (2 U.S.C. 437c(a)(3), (4), and (5)) are each amended by striking 
out ``(other than the Secretary of the Senate and the Clerk of the 
House of Representatives)''.
