Mr. Livingston submitted the following resolution; which was referred
to the Committee on Appropriations

RESOLUTION
To return a certain bill to the Senate.
Resolved, That the amendment of the Senate to the amendment of the
House to the bill (S. 1508) to assure that all Federal employees work
and are paid, in the opinion of this House, contravenes the first
clause of the seventh section of the first article of the Constitution
of the United States and is an infringement of the privileges of this
House, and that such bill be respectfully returned to the Senate with a
message communicating this resolution.
