To suspend temporarily the duty on certain chemical compounds.

Amends the Harmonized Tariff Schedule of the United States to suspend, through December 31, 2002, the duty on 2,4-dicumylphenol. Directs the Customs Service, upon proper request, to retroactively liquidate or reliquidate, for a specified period of time, any entry of such chemical compound or its withdrawal from warehouse as if duty- free treatment applied to it.

     To suspend temporarily the duty on certain chemical compounds.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. TEMPORARY SUSPENSION OF DUTY.

    (a) In General.--Subchapter II of chapter 99 of the Harmonized 
Tariff Schedule of the United States is amended by inserting in 
numerical sequence the following new heading:

    (b) Effective Date.--The amendment made by subsection (a) shall 
apply to goods entered, or withdrawn from warehouse for consumption, on 
or after the date that is 15 days after the date of the enactment of 
this Act.
    (c) Retroactive Application.--Notwithstanding section 514 of the 
Tariff Act of 1930 or any other provision of law, upon proper request 
filed with the Customs Service within 180 days after the date of the 
enactment of this Act, any entry, or withdrawal from warehouse for 
consumption, of goods described in subheading 2907.29.90 of the 
Harmonized Tariff Schedule of the United States--
            (1) which was made after December 31, 1998, and before the 
        date that is 15 days after the date of the enactment of this 
        Act, and
            (2) with respect to which there would have been no duty if 
        the amendment made by subsection (a) applied to such entry or 
        withdrawal,
shall be liquidated or reliquidated as if such amendment applied to 
such entry or withdrawal.
