A BILL
To provide for award of the Navy Combat Action Ribbon based upon
participation in ground or surface combat as a member of the Navy or
Marine Corps during the period between July 4, 1943, and March 1, 1961.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled, That the Secretary of
the Navy shall provide for award of the Navy Combat Action Ribbon
(established by Secretary of the Navy Notice 1650, dated February 17,
1969) with respect to participation in ground or surface combat during
any period after July 4, 1943, and before March 1, 1961 (the date of
the otherwise applicable limitation on retroactivity).
