To amend title 46, United States Code, to prohibit certain grants from 
    financing or refinancing projects that support the development, 
  manufacturing, staging, maintenance, or deployment of offshore wind 
             energy infrastructure, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Ports Not Windmills Act''.

SEC. 2. PORT DEVELOPMENT.

    Section 50302 of title 46, United States Code, is amended--
            (1) in subsection (c)(4)--
                    (A) in subparagraph (A)(ii) by striking ``; or'' 
                and inserting a semicolon;
                    (B) in subparagraph (B) by striking the period at 
                the end and inserting ``; or''; and
                    (C) by adding at the end the following:
                    ``(C) to finance or refinance projects that support 
                the development, manufacturing, staging, maintenance, 
                or deployment of offshore wind energy 
                infrastructure.''; and
            (2) in subsection (d)(4)--
                    (A) in subparagraph (B) by striking ``; or'' and 
                inserting a semicolon;
                    (B) in subparagraph (C) by striking the period at 
                the end and inserting ``; or''; and
                    (C) by adding at the end the following:
                    ``(D) finance or refinance projects that support 
                the development, manufacturing, staging, maintenance, 
                or deployment of offshore wind energy 
                infrastructure.''.
