                               RESOLUTION


 
    Recognizing the influx of known or suspected terrorists through 
      America's northern border as a threat to national security.

Whereas, in fiscal year 2023, the number of known or suspected terrorists 
        encountered along our northern border within U.S. Customs and Border 
        Protection's Terrorist Screening Data Set Encounters program totaled 
        432;
Whereas, in fiscal year 2023, the number of known or suspected terrorists 
        encountered along our northern border has increased by 38 percent from 
        fiscal year 2022, and 685 percent from fiscal year 2021;
Whereas, since President Biden took office in January 2021, the number of 
        encounters along our northern border has risen from 997 monthly 
        encounters to 19,835 encounters in August 2023, a 1,889-percent 
        increase;
Whereas, since President Biden took office in January 2021, the number of 
        encounters along our northern border between ports of entry has risen 
        from 44 monthly encounters to 1,054 encounters in August 2023, a 2,295 
        percent increase;
Whereas America's northern border, the longest international border in the 
        world, measuring 5,525 miles, has only 140 ports of entry with no 
        performance measures to assess security between ports;
Whereas U.S. Border Patrol staffing on our northern border has remained stagnant 
        since fiscal year 2009; and
Whereas the Department of Homeland Security, under President Biden's and 
        Secretary Mayorkas' leadership, has failed to adequately respond to the 
        crisis at the northern border: Now, therefore, be it
    Resolved, That the House of Representatives--
            (1) recognizes the border crisis along our northern border;
            (2) recognizes the influx of terrorism through our northern 
        border as a threat to national security; and
            (3) demands Secretary Mayorkas implement a plan to better 
        secure our northern border.
