Reorganizing Government Act of 2025
This bill revives expedited congressional consideration of certain Presidential plans to reorganize the executive branch, expands permissible plan purposes, and changes the prohibitions on plan content.
The bill reauthorizes through 2026 a currently expired authority that requires expedited congressional consideration of certain executive branch reorganization plans submitted by the President.
The bill also expands the purposes for which such reorganization plans may be undertaken, to include
The bill removes the following prohibitions on the contents of such plans:
The bill also adds a new prohibition on content, specifying that any such plan may not create a net increase in federal workers or expenditures.

Higgins of Louisiana, Ms. Boebert, and Mr. Timmons) introduced the
following bill; which was referred to the Committee on Oversight and
Government Reform, and in addition to the Committee on Rules, for a
period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the
committee concerned

A BILL
To amend chapter 9 of title 5, United States Code, to reauthorize the
executive reorganization authority of the President and to ensure
efficient executive reorganization, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Reorganizing Government Act of
2025''.
SEC. 2. EXECUTIVE REORGANIZATION AMENDMENTS.
Chapter 9 of title 5, United States Code, is amended--
(1) in section 901--
(A) in subsection (a)--
(i) in paragraph (3), by inserting ``,
including the elimination of operations
determined to be unnecessary for the execution
of constitutional duties'' before the
semicolon;
(ii) in paragraph (5)--
(I) by striking ``agencies'' in
each place the term appears and
inserting ``executive departments'';
and
(II) by striking ``and'' at the
end;
(iii) in paragraph (6), by striking the
period and inserting ``; and''; and
(iv) by adding at the end the following:
``(7) to reduce the number of federal employees;
``(8) to amend rules, regulations, and other requirements
for the purpose of decreasing the cost and difficulty of
compliance thereof, and to eliminate unnecessary and burdensome
rules, regulations, and other requirements; and
``(9) to eliminate government operations that do not serve
the public interest.''; and
(B) in subsection (d), by striking ``agencies'' and
inserting ``executive departments'';
(2) in section 902, by striking paragraph (1) and inserting
the following:
``(1) `executive department'--
``(A) means--
``(i) any executive department, agency, or
independent establishment of the United States
or any corporation wholly owned by the United
States; and
``(ii) an office or officer of the
executive branch; and
``(B) does not include the Government
Accountability Office or the Comptroller General of the
United States.'';
(3) in section 903(a)--
(A) in the matter preceding paragraph (1), by
striking ``agencies'' and inserting ``executive
departments'';
(B) by striking ``agency'' in each place the term
appears and inserting ``executive department''; and
(C) in paragraph (2), by striking ``, except that
no enforcement function or statutory program shall be
abolished by the plan'';
(4) in section 904, by striking ``agency'' in each place
the term appears and inserting ``executive department'';
(5) in section 905--
(A) in subsection (a)--
(i) by striking paragraph (1);
(ii) by redesignating paragraphs (2)
through (7) as paragraphs (1) through (6),
respectively;
(iii) in paragraphs (1), (2), and (3), as
so redesignated, by striking ``agency'' in each
place the term appears and inserting
``executive department''; and
(iv) in paragraph (4), as so redesignated,
by striking ``new agency'' and inserting ``new
executive department'';
(v) in paragraph (5), as so redesignated,
by striking ``or'';
(vi) in paragraph (6), as so redesignated,
by striking the period and inserting ``; or'';
and
(vii) by adding at the end the following:
``(7) creating a net increase in the number of federal
workers or a net increase in expenditures.''.
(B) in subsection (b), by striking ``December 31,
1984'' and inserting ``December 31, 2026'';
(6) in section 907, by striking ``agency'' in each place
the term appears and inserting ``executive department'';
(7) in section 908, by striking ``December 31, 1984'' and
inserting ``December 31, 2026''; and
(8) in section 909, by striking ``19 .'' and inserting ``20
.''.
