Provides that, on or after the effective date of this Act, no person may, without the prior approval of Congress, export from the United States any crude oil extracted from any of the fifty States, or any unfinished oils or finished products which are manufactured, in whole or in part, from any crude oil extracted from any of the fifty States.
Establishes a $1,000,000 penalty for violations of this Act.
