Authorizes the Secretary of the Navy to conduct a program of exploration for oil and gas on Naval Petroleum Reserve Numbered 4, in the State of Alaska.
Requires the Secretary of the Navy to make annual reports to the Congress regarding the progress, results, and findings of the exploration programs authorized by this Act, including any recommendations with respect thereto.
Directs the Secretary of the Navy to submit a comprehensive final report to the Congress containing the findings and results of the exploration program carried out pursuant to this Act.
Authorizes to be appropriated certain specified amounts to carry out the purposes of this Act.
