Provides that if upon inspection or investigation the Secretary of Labor or his authorized representative beleives that an employee by his own action or conduct has violated a requirement of the Occupational Health and Safety Act, or any standard, rule, regulation, or order issued pursuant to such Act, he shall with reasonable promptness issue a citation to the employee.
Includes employees within the enforcement or penalties provisions of such Act.
Allows the Secretary of Labor to visit the work places of employers in the maritime industry for the purpose of affording consultation and advice to such employers.
Directs the Secretary to make recommendations regarding the elimination of any hazards disclosed within the scope of the onsite consultation. Prohibits such visits from being regarded as an inspection or investigation.
