Presidential Papers Act - Provides that all books, correspondence, documents, papers, and other specified objects and materials which: (1) are prepared for, by, or at the direction of the President or Vice President in connection with public business; and (2) are not transferred by him in the performance of his duties, are property of the United States and shall be retained by him for transmission and preservation pursuant to this Act.
Provides for the preservation of objects and materials in the National Archives, with exceptions for donations to educational institutions under enumerated circumstances.
States that any restriction pertaining to national security and imposed on the use of any objects or materials shall remain in effect. (Adds 44 U.S.C. 3901-3904)
