A bill to require the Secretary of the Army, acting through the Chief of Engineers, to engage in public works for the prevention and control of water pollution.

Authorizes and directs the Secretary of the Army, acting through the Chief of Engineers, to undertake civil works for the prevention, abatement, and control of water pollution.

Gives priority to those projects which reflect the most favorable ratio of environmental benefits to costs.
