Requires the return of any vessel which is the property of the United States and has been loaned or leased to a country which has, on or after January 1, 1967, seized any U.S. fishing vessel on account of its activities in waters recognized by the United States as international waters.
Directs the President or the Secretary of the Navy, if a leased ship is involved, to take such actions as may be necessary to insure the return of such vessel. (Adds 22 U.S.C. 1978)
