Amends the Federal Water Pollution Control Act to authorize the Administrator of the Environmental Protection Agency to guarantee loans to States, localities, and interstate agencies for the construction of qualified treatment works.
Stipulates that no such guarantee shall extend to more than 90 percent of the outstanding obligation unless there is a reasonable assurance that the recipient of such loan shall be able to meet its financial obligations.
Authorizes the Administrator to impose reasonable fees for investigation and processing of applicants for loan guarantees.
