Amends the Tariff Act of 1930 to direct the Secretary of the Treasury and the Attorney General to establish en route customs and immigration inspection procedures aboard moving trains operated in international inter-city rail passenger service between contiguous countries. Directs that such procedures shall not delay scheduled transit and the cost of such inspection shall be borne by the United States without reimbursement.
