Amends the National Trails System Act to establish the North Country National Scenic Trail within Federal lands extending from eastern New York State to North Dakota.
Directs the Secretary of the Interior to study the feasibility and desirability of establishing a connecting trail between the North Country National Scenic Trail and the Appalachian National Scenic Trail.
