A bill to amend title 39 of the United States Code for the purpose of establishing a new procedure for fixing rates and classes of mail, and for other purposes.

Maintains current classes of mail, rates of postage, and fees for postal services presently in effect until modified by Congress.

Repeals the authority of the Postal Service to: (1) establish temporary changes in rates; (2) reimburse a mailer for paying a fee determined to be unlawful or superceded by a lower fee; and (3) establish uniform rates for books, films and educational materials based solely on weight.
